This package defines a regulated Koto coin with transfer restrictions. The primary object types are `RegulatedCoin<Koto>`, `KotoTreasuryCap`, and `Registry`. The `init` function creates and shares a `Registry` object, which stores a vector of banned addresses, and transfers a `KotoTreasuryCap` and an initial `RegulatedCoin<Koto>` to the transaction sender. Public functions include `create` to issue new `RegulatedCoin<Koto>` to a specified address, `mint` and `burn` to increase/decrease the supply of `Koto` within a `RegulatedCoin<Koto>` using the `KotoTreasuryCap`. The `ban` function adds an address to the `Registry`'s banned list. The `transfer` entry function allows a `RegulatedCoin<Koto>` creator to initiate a transfer to a recipient, creating a `Transfer` object. This transfer is gated by checking if the sender or recipient is banned in the `Registry`. The `accept_transfer` function
