This Sui package implements a decentralized governance system. The core object is `NSGovernance`, which holds a version, total supply, and a quorum threshold. It also uses dynamic fields to store various "applications" like `EarlyVoting`. A `NSGovernanceCap` object grants administrative privileges to modify the `NSGovernance` object, specifically to set the quorum threshold. The `early_voting` module manages `ProposalPointer` objects within an `EarlyVoting` application. It allows adding new `Proposal` objects to the `EarlyVoting` application, but enforces a time-gating mechanism to prevent parallel proposals (a new proposal's start time must be after the previous one's end time). The `proposal` module defines the `Proposal` object, which includes a title, description, voting options, vote counts, a winning option, leaderboards for each option, and a linked table of voters with their staked tokens.
